NIH Starts Issuing HHS ID Badges to the General NIH Workforce – New Enrollment and Issuance Work Stations Open
On September 30, 2009 the AO community was sent a message from the HSPD-12 Program Office outlining important updates to the HSPD-12 rollout at the NIH. Given the critical role that the AO community plays in the success of this rollout, this message is being reprinted in its entirety below to help ensure that we reach as many people as possible.
Dear AO community,
This message provides important updates to the HSPD-12 rollout at the NIH. We are transitioning from the legacy NIH ID Badge to the new HHS ID Badge (smart card). Several changes are detailed below to help keep you informed as this transition occurs over the next few weeks.
First Change
Beginning Thursday, October 1, all badge requests for Federal employees will be for the new HHS ID Badge (smart card). All FTE badge renewal tasks generated on/after October 1 and all badge requests for new FTE records in NED will be for the new HHS ID Badge. Note: FTEs who began the badge renewal process BEFORE October 1 will still receive the NIH ID Badge.
Second Change
Beginning on October 7, DPSAC will see customers by appointment only. There will no longer be Same-Day Service or walk-ins on Wednesday evening. DPSAC will still remain open on Wednesday evenings from 5:00 – 8:00 pm, but people will be seen by appointment only.
This change is needed to allow DPSAC staff sufficient time to determine, through checking with the Office of Personnel Management and NED, whether or not a background investigation is required. There will be 36 appointments each Wednesday evening.
To schedule an enrollment appointment, individuals are encouraged to have their AO schedule an appointment for them online or they can contact the DPSAC enrollment appointment line at (301) 496-0051. Please note that this change does not affect the process for lost, stolen or broken badges. These people should still come to DPSAC immediately.
Third Change
Moving forward, you are going to see more badge renewal tasks in your NED inbox. Everyone at NIH must have the new ID badge by June 30, 2010. To meet this deadline, DPSAC will force the badge renewal for hundreds of people each week between now and next June.
The individuals selected for early badge renewal will be based on their current badge expiration date, work location and office/IC. We will take steps to ensure the badge renewal tasks are spread among the entire AO Sponsor community to avoid overburdening one office/IC or location. We appreciate your assistance in helping us meet this importance deadline.
Fourth Change
Beginning October 1, ID badges will no longer be printed in Building 31, Room 1B03. DPSAC has established a new Badging Center in Building 31, Room B1A26.
Enrollment will continue to take place in Building 31, Room 1B03 and in the off-site and remote locations listed on the DPSAC website: www.IDBadge.nih.gov.
Good to Know…
People getting the new HHS ID Badge will need two appointments: (1) Enrollment (identity proofing, photo and fingerprints in Building 31, Room 1B03 on campus, (see http://www.idbadge.nih.gov/badge/locatingbadge.asp for other locations); and (2) Issuance and PIN selection (6-8 numerical PIN) in Building 31, Room B1A26 on campus (see http://www.idbadge.nih.gov/badge/locatingbadge.asp for other locations).
Two forms of ID that match the applicant’s full legal name are required for enrollment. One of the IDs must be a State or Federal government-issued photo ID. One form of photo ID with the full legal name is required for issuance.
To qualify for an enrollment appointment, individuals MUST be properly updated in NED, sponsored for an ID badge by their AO, and be pre-screened for investigation requirements by DPSAC. To tell if a person meets these criteria for an appointment, the following words must appear in the “Track Badge Status” function in NED (https://ned.nih.gov/ned):
• “Awaiting Applicant Enrollment” (for an HHS PIV badge)
or
• “Waiting for DPSAC to review fingerprint results”(for an NIH legacy badge)
All AOs are encouraged to check this before making an appointment for individuals they service.

Locations, Hours of Operation for Enrollment & Issuance Stations Posted Online
NIH personnel will be able to enroll and pick up their new HHS ID Badges at Enrollment and Issuance Work Stations (EWS/IWS) located near their work place. Note: these new locations are only for individuals receiving the new HHS ID Badge. NIH badges are still processed in Building 31.
Those working on the NIH Bethesda campus can go to Building 31, Room 1B03 for their enrollment appointment and to Building 31, Room B1A26 to pick up their new ID Badges. A second on-campus EWS and IWS will open soon in the NIH Clinical Center.
Individuals working in Rockville or Bethesda may want to make their appointments at EPN, Rockledge II or Fishers Lane. Another location will open in early November at 6001 Executive Blvd (Neuroscience Center). Other locations include: Rocky Mountain Laboratories in Hamilton (MT), NIEHS in Research Triangle Park (NC), NCI in Frederick (MD), and the Gerontology Research Center in Baltimore (MD).

Effective October 1, 2009: OPM Not Accepting 1995 Version of the Standard Form 86
Any 1995 version of the Standard Form (SF) 86 will be rejected by OPM beginning October 1, 2009. This includes hardcopy or electronic versions.
Agencies should use e-QIP when submitting investigations on any standard form. However, agencies can obtain the July 2008 version of the SF 86 in a fillable format at: http://www.opm.gov/forms/pdf_fill/SF86.pdf.
This most recent version of the SF86 can also be found along with other necessary forms on the ID Badge website at: http://www.idbadge.nih.gov/background/forms.asp.
The EPN Enrollment/Issuance Center Closed October 27 through November 02 to Allow for Flu Vaccine Operations

Helpful Tips
• HHS ID Badge Authentication Required for Sponsorship Tasks
Sponsors who have been issued an HHS ID badge must now use this login to NED in order to sponsor individuals. This requirement is in place in order to move forward with the issuance of HHS ID Badges to the general NIH population.

• Logging in to NED with your HHS ID Badge and Accessing Other NIH Login Applications
NIH IT specialists continue to work on resolving an issue reported in the September 23 issue of DPSAC News – namely that after you login to NED with your HHS ID badge you can’t login to another NIH Login application ( e.g., ITAS) without clearing your browser cookies and restarting your browser. The NED and NIH Login teams are working on a solution to the problem and expect to deploy a fix by the opening of business on October 19.
• AOs - Obtaining Your SmartCard Reader
If you’ve been issued an HHS ID badge but haven’t received your SmartCard reader, please contact Mike Lyden in the HSPD-12 Program Office (lydenm@mail.nih.gov; 301-443-8741).
Give Mike your name and complete office address. Also indicate how many government-issued computers you use. He will send you the card reader(s) via interoffice mail.
• Help in Resetting Your HHS ID Badge PIN
If you’ve forgotten your HHS ID badge PIN, you will need to reset it. Please e-mail facilityaccesscontrol@mail.nih.gov and provide your full name, IC, and phone number. An Access Control specialist will contact you to help you reset your HHS ID badge PIN.
• Help in Resetting Your HHS ID Badge
Some HHS ID badge users who have made multiple attempts to login to their computers using an incorrect password are getting locked out of their systems. Should you find yourself in this situation, you will need to have your HHS ID badge reset. Please e-mail facilityaccesscontrol@mail.nih.gov and provide your full name, IC, and phone number. An Access Control specialist will contact you to help you reset your HHS ID badge.

Q. I have a number of questions concerning the Not to Exceed (NTE) date. Is there one place I can go to find answers to my questions about this topic?
A. You’re in luck! The NED team regularly updates a series of Frequently Asked Questions (FAQs) relating to the 'Not to Exceed (NTE) Date.' Q. I hold a position of public trust. I understand that I, along with all individuals in positions of public trust or higher, am being directed to temporarily lift the security freeze that I’ve placed on my credit file to national credit bureau checks. This is to enable the completion of the background check that’s required for employment at NIH (or any Federal agency). How should I go about temporarily lifting the security freeze?
A. You are correct that individuals falling into the categories of public trust or higher are being asked to temporarily lift the security freeze on their credit files so that background checks can be completed.
Below is the contact information for the three major credit bureaus. Individuals in positions of public trusts or higher should advise the credit bureaus to temporarily lift the freeze on their credit file at the time of submission of the e-QIP form to DPSAC and for 40 days thereafter.
