AO Sponsors -- PLEASE Disregard All NED Generated E-mails Advising You to Pick Up Your ID Badge
As an AO Sponsor, you have been notified to begin the enrollment process -- or you will be notified soon. Each week, the HSPD-12 Program Office is reaching out to AO Sponsors via e-mail with instructions for completing the next steps in the enrollment and badge issuance process. The goal is to have all AO Sponsors enrolled and badged by the end of June.
As you proceed through the process to receive your HHS ID Badge, you will receive a NED-generated e-mail stating that you have been authorized to receive your new badge. Please disregard this NED-generated e-mail. When your new badge is ready you will be contacted by Mike Lyden from the HSPD-12 Program Office to schedule an issuance appointment.
Where’s My Renewal Task? Pre- Enrollment Process Raises Questions for Some AO Sponsors

On April 27, the HSPD-12 Program Office began notifying AO Sponsors that their ID Badges were about to be “forced” for renewal. In that same e-mail, AOs were advised that badge renewal tasks requiring action on their part would soon appear in their NED inbox. Unfortunately, some AOs have reported that they aren’t receiving their renewal task.
The NED team reports that a renewal task is in fact being generated, but the AO sponsor for whom the renewal task was created is unable to see the task due to one of the following reasons:
• another AO ran the renewal task
• the AO sponsor’s primary SAC coverage doesn’t include their own SAC
• the AO sponsor’s master coverage doesn’t include their own SAC
Here’s how to troubleshoot this problem:
1. The AO should check their primary SAC coverage.
2. If their primary SAC coverage doesn’t include their SAC, add it.
3. If their SAC is not available to be added as a primary SAC, it means that it’s not included in their master SAC coverage and it needs to be added and then added to their primary coverage. If another AO ran their renewal task it will be displayed in NED “View Badge History.”

Remember, if you do not see your own badge renewal task, chances are that your SAC coverage in NED does not include the ADMIN/SAC code(s) for your office/area. Please follow one of the options above to modify your NED preferences and add the necessary ADMIN / SAC code(s).
ICs ID IT Staff to Test Smart Card Use
The attached table ( Click here to view) lists IT Personnel who have been identified by their ICs to serve as initial testers of PIV smart card use within their ICs.
These designated IT personnel will participate in the early Enrollment phase along with the AO Sponsors and be issued a new ID Badge and Smart Card Reader. They will also be issued instructions for installing the Card Readers so they can test PIV smart card use within their IC.
If you don’t see your IC IT representative(s) in this table, you are encouraged to remind the appropriate personnel in your IC to identify the IT Specialist(s) and forward their names to the HSPD-12 Program Office (Daniel.Shumate@nih.gov).
Summer Student Arrivals Swell NIH Ranks
The first of the 2009 summer student class began arriving at NIH on May 1. To date, DPSAC has issued badges to over 500 students at the badging station in the South Lobby of Building 10. This badging station was set up especially to accommodate the arriving summer students.
The main influx of the approximately 1500 summer arrivals is expected to begin May 11.
DPSAC reports that some students are showing up at the Building 31, 1B03 Enrollment Center for processing, which unfortunately is not where they should be going and is placing a burden on the badging office in that location.
If you are in a position to advise incoming students, please let them know that they need to go to the Building 10 South Lobby and not 1B03 in Building 31 to be processed for their ID Badge. Enrollment and badging is also available to students at the badging office located in Building 31, Room B3B04 (next to the Parking Services counter).

White House report calls for identity management
The Cyberspace Policy Review, requested by President Barack Obama, says one step that could be taken to improve the security of the Internet is identity management.
“We cannot improve cyber security without improving authentication, and identity management is not just about authenticating people,” the report states. "Authentication mechanisms also can help ensure that online transactions only involve trustworthy data, hardware, and software for networks and devices.”
The report calls on the Federal government to work with the private sector to create an online identity management system that uses privacy-enhancing technologies. As a starting point, the report suggested using the National Science and Technology Council’s (NSTC’s) Subcommittee on Biometrics and Identity Management report that was released in 2008.
The report also states that the Federal government should continue to fund the implementation of HSPD-12 and extending the availability of the credentials to operators of critical infrastructure and others.
FAQs
Q. I’ve completed the enrollment process (i.e., I’ve been fingerprinted and photographed). How long before I will be able to pick up my new HHS ID Badge and card reader?
A. Currently, since the new HHS ID Badges for the AO Sponsors are being printed off-site by the badge manufacturer, there is a lag time between the time a printing request is submitted to the vendor and the delivery of the badge to the local Issuance Work Station (IWS).
Once the local IWSs are up and running and Badge Printing becomes available locally in mid-to-late July, this lag time will decrease dramatically. We appreciate your patience during this transition.
Q. Because of conflicts with my schedule, I’ve been having a difficult time arranging an enrollment appointment. Will I be able to perform my duties as an AO Sponsor if I’m unable to arrange an appointment.
A. Unfortunately everyone must set - and keep - their appointment before they can be issued an HHS ID Badge. This is especially critical for AOs who are Sponsors since they will need their HHS ID Badges and card readers to perform their duties as sponsors.
Everyone is urged to take the appointment process seriously. Delays by just a few people can upset the very tight schedule required for NIH to meet its deadline. We will need your help and cooperation to finish badging everyone by the June, 2010 deadline.
